Progress and Harmony for Mankind is the theme of the Japan World Exposition at Senri Hills, Osaka, Japan. However, there was a life-and-death struggle between Gamera, the staunch friend of children, and Jiger, a hideous monster bent on ruining the Expo site.
When Dr. Williams, Tommy (Kelly Varis) and Susan (Katherine Murphy)'s father, went to Wester Island to bring back a stone statue built there by the islanders long ago no one knew that the statue was a talisman to protect the island from a monster buried beneath it.
When the statue was dug up, it released Jiger from its prison. Gamera seemed to know all about the impending disaster and tried to put an end to Jiger, but had been wounded by Jiger. So while Gamera lay on the beach, Jiger followed the statue to Japan.
At Senri Hills, all the pavilions await visitors from all over the world. The statue from Wester Island is to grace one of these pavilions, and after Jiger lands there everything lies in ruins.
Gamera recovers and appears at Osaka and Hiroshi (Tsutomu Takakuwa), Tommy and Susan are certain he will save the day. But Jiger pierces Gamera with a large needle from its tail and lays an egg into body. This egg becomes a baby Jiger and begins to suck Gamera's blood.
Hiroshi and Tommy use the minisub made by Hiroshi's father (Kon Omura), enter Gamera's body to see what ails him, find the baby Jiger and get rid of him. Then when electric currents are fed to Gamera, he regains his strength and is ready to protect those he loves. And by taking the statue back to Wester Island, he is also able to rid Japan of Jiger in time for Expo '70.
