Set after the war in occupied Japan, this drama depicts Yoshida Shigeru and Shirasu Jiro, who were an equally matched opponent for the Allied Forces General Headquarters (GHQ) as it rushed to immediately restore Japan's autonomy. The film is written and directed by Ito Shunya, a master of social commentary who dealt with the Tokyo Military Tribunal in Puraido: Unmei no Toki.
Immediately after the war, the Minister of Foreign Affairs Yoshida Shigeru (Kobayashi Kaoru) sent Shirasu Jiro (Asano Tadanobu), a non-politician, to negotiate with GHQ. Spearheaded by the US government, GHQ is pressing forward with quick constitutional reforms. The film portrays the pair's passionate beliefs and partnership as they put up a fierce resistance to GHQ.
