An adaptation of the eponymous manga by Yanagisawa Kimio (Tokumei Kakaricho Tadano Hitoshi). Character actor Sakai Toshiya, known for his mild-mannered personality, gives an extraordinary performance as a nondescript and timid middle-aged man who transforms into his exact opposite after he attains a certain authority. Yoshikazu (Sakai) is chosen to become a member of the "Citizen Police," a crime fighting organization made up of ordinary people, and is given a tranquilizer gun and a mask. He avoids fulfilling his duty out of a fear of getting caught up in tricky situations, but an encounter with a beautiful young woman leads him to commit uncharacteristically evil deeds.
