Kawashima is a gang boss in the thriving city of Tokai. One night in 1948 he is assaulted by foreign hoodlums of another gang. Hide, Kawashima's right-hand man, hears of the attack in a police cell and tries to break out of the jail but is stopped by Kakita, a young policeman. Later they become fast friends and decide to clean up the gangs. But Mac and Charlie, who they are up against, have no intention of giving up their lucrative black market business. On their side, they have Gondo, a crack shot who owes his life to Charlie. Kawashima finally realizes that a showdown battle is unavoidable in order to protect the citizens and though vastly outnumbered in men and weapons, organizes an attack.
The gangster bosses in neighboring towns rush to help, and a bloody fight ensues as the day breaks. The clean-up accomplished, Kawashima and his friends give themselves up to police.
The townspeople raise a fund to defend them in court. This is the least they can do to show their appreciation, for there are no medals for gangsters.
