With the steamship "Norde" about to dock, the Customs request Kobinata and his crack ICPO squad to watch for possible gold smuggling. On deck, however, the only persons to be seen are three innocent looking priests until one scrambles down a ladder and escapes in a motorboat.
Kobinata and his men discover that the fleeing priest was merely a decoy, and that the other two have already sold their gold and left Japan. The single lead is a girl who is found dead.
The next suspicious ship is the "Roy", from Hong kong. This time Kobinata and his men tail the suspects and learn that both Ishii and Yuki Inui are involved in the smuggling racket. The agents raid Ishii's company but discover that the head man has escaped. They pursue him to the deck of the "Roy" where he shoots himself to escape arrest. Justice has triumphed, the smuggling ring is broken, and the ICPO has again proved itself the best in the business.
