Two gang members, Tatehara and Mishima, are called in by Sasada, head of the gang, to take revenge on the Kuroda gang. A big construction deal was supposed to go to Sasada's friend, Oyama, but Kuroda underbid him. Tatehara says he can do this small job alone. In so doing he makes an enemy of Mishima.
A man named Shimizu from the Oyama gang tells him that the envious Mishima had already tipped off Kuroda, so Tatehara decides to raid Kuroda's gambling establishment. Now Oyama, fears trouble and decides to escape from all responsibility by putting all on Shimizu.
In the meantime Kuroda has visited Sasada and offered him twenty million yen to forget all about the misunderstanding. Tatehara's leader agrees, but it is too late. The Kuroda gang is now after Tatehara and sends Mishima to kill him. In the resulting battle Sasada is killed and Kuroda raids Oyama's place and destroys both him and his gang.
Tatehara goes into hiding but later meets Shimizu and finds that he and his wife Kaoru are still being blackmailed by Kuroda. He decides to do something about it and in the following battle Tatehara finally kills his arch-rival Kuroda.
