[ Story ]

The 21st theatrical film for the "Pocket Monster" series. The involvement of young talent in the production team, including the director, gives birth to a completely new Pokémon film.
Each year the Wind Festival is held in Fura City, where people live together with the wind. The legendary Pokémon Lugia is promised to appear on the final day of the festival and give people the blessing of the wind. Satoshi (voice: Matsumoto Rika) just happens to be at the festival with Pikachu (voice: Otani Ikue) and meets up with five pals, and the cogs of fortune move into action.
