The original television anime series by Suzuki Takaaki, who worked on "Strike Witches" and "Girls & Panzer", heads to the big screen. Nobuta Yu, the television series and OVA director, serves as chief director while Suzuki continues as screenwriter.
Due to the submergence of its landmass, Japan has become an artificial island city. Misaki Akeno (voice: Natsukawa Shiina) looked up to the "Blue Mermaids" whose job is to protect maritime safety, so she enrolled at an oceanography school. Now she has been appointed the captain of the cruiser "Harekaze". While out on a voyage, the members of the Harekaze overcome numerous ordeals which strengthen the bonds between them. However, a new crisis once again emerges.
