Governor Tanimoto Masanori held power for seven terms over a 27-year-period but faced defeat during the COVID-19 pandemic. House of Representative member Hase Hiroshi takes over the prefecture administration with the promise of a new era. The film highlights conflicts and struggles regarding ideals and freedom through a Muslim family and the Nakagawa family, who live in a van.
