Documentary about a small local TV station uncovering improprieties at a city council in Toyama Prefecture, a conservative area known for having the highest percentage of LDP voters in Japan for ten years running. Exposes human cunning and absurdity.
In 2016, improprieties by city council members were brought to light by news reports from local station Tulip TV, and six months later fourteen members resigned in the uproar. However, three and a half years later in 2020, council members linger in office despite revelations of fraud.
