Based on an actual scandal involving the Hokkaido Prefectural Police, this suspense novel series made from Sasaki Jo's popular series of suspense novels featuring the Hokkaido police. A policeman is framed as the suspect in a murder, and detectives step up to clear his name in a race against the clock. This is the first film from director Kadokawa Haruki since his 1997 The Little Girl Who Conquered Time. He also produced and wrote the screenplay, adding plot twists and a new ending to the original story.
As evidence emerges of a slush fund conspiracy within the top ranks of the Hokkaido Prefectural Police, a former Miss Hokkaido Police is found murdered in an apartment in Sapporo. A warrant is immediately issued for Tsukui (Miyasako Hiroyuki), a police officer and former lover of the woman, along with a highly unusual order to shoot him. But Lieutenant Saeki (Omori Nao), who once partnered with Tsukui, has doubts about the hasty and extreme response of the police brass. Together with the female detective Kojima (Matsuyuki Yasuko) and the rookie Shingu (Oshinari Shugo), Saeki and other sympathetic officers believe Tsukui is innocent and begin a secret investigation.
