Part 2 of a new work based on the Armored Trooper Votoms series, which has led to many original video animation films. In a world polarized between the upper and lower layer, a boy operating the human-shaped weapon At (Altro) fights to rescue a kidnapped girl. Unlike the previous work, this film is quite upbeat with a bright and light-hearted atmosphere. Aki (voice: Ishikawa Akira), who lives on the lowest layer of society, is an 18-year-old who has excellent At operational technique. One day, when asked by Deerhalt (voice: Morikawa Toshiyuki) to search for a girl who has been snatched away from the urban area, he goes to visit an abandon building called "the island."
