Often portraying delinquents in V-Cinema films, director Otsuki Eiji creates a violence/action flick about a boys' reformatory housing the most vicious juvenile criminals, where the boys compete for the title of "the fiercest." Starring along the young heartthrob actors are fighters and former soccer players guaranteeing solid action. Once a legendary outlaw reigning over all 23 wards of Tokyo, Kiryu (Namioka Kazuki) is sent to the Otsuki Reformatory where the juveniles are carrying out a war of their own behind their menacing warden's back.
