The second feature film in a conspiracy-laden suspense action series about V.I.P. protection. Following the television series, the first film, and a television special, this final instalment follows a crack security police team who put their lives on the line at the National Diet Building to prevent a reckless attempt by one of their superiors to end political corruption. Two months after a terrorist incident targeting the chief cabinet secretary, Inoue (Okada Junichi) of the Metropolitan Police Department's 4th District Security Police Division returns to active duty. He is troubled by feelings of distrust toward his superior Ogata (Tsutsumi Shinichi), who assigns him to a security detail at the Diet.
