The second film featuring the character of diplomat Kuroda Kosaku, who has also been the subject of a television series. This time our hero, an agent in the Japanese Foreign Ministry's anti-terrorism unit, gets caught up in an international financial crime committed on the Iberian Peninsula. Familiar faces from the previous film and the television series play important roles in the story. A Japanese investor is murdered in the principality of Andorra in northern Spain, and diplomat Kuroda (Oda Yuji) begins to investigate. However, the woman who was first on the scene, banker Yuka (Kuroki Meisa), offers little information, and Interpol investigator Kotari (Ito Hideaki) attempts to conceal information crucial to the case.
