Documentary focusing on the people of Minamisoma City, which lies within the 20-kilometer zone of Tokyo Electric Power Company's Fukushima 1 Nuclear Power Plant. Director Matsubayashi Yoju is gaining attention as an up-and-coming documentary filmmaker and received high praise for his previous work Flowers and Troops, about Japan's soldiers who did not return home from the war. Matsubayashi headed for the disaster area on April 3, 2011 to delivery emergency supplies. He visits the Shimoenei neighborhood in Minamisoma City's Haramachi district, where forced evacuation has been ordered because of radiation contamination. There he encounters city council member Tanaka Kyoko, and begins videotaping people.
