Fourth theatrically released TV documentary produced by Tokai TV, creators of numerous outstanding social commentary documentaries. Co-directed by Abuno Katsuhiko, recipient of the Art Festival Excellence Award for {The Defender of Death-row Convicts}, and Katamoto Takeshi, who handles news programs at the same TV station.
Advocates and opponents face off over the construction of the Nagara River Estuary Dam. In the end, government policy prevailed and the dam got built. Depicts the current Nagara River and the people living along the river, 16 years after the dam's operation began.
