Hoodlums of the rival Ryujin and Kaido gangs disturb the peace of the port town during a festival, and amid the fight Yuri, female boss of the Kaido ganger is rescued from danger by a vagabond named "Hurricane Masa." However, it transpires that Masa is friendly with Akemi, daughter of the boss of the Ryujin gang and is also his body-guard. Through the intrigue of the Ryujin gang Yuri is faced with a debt of 5 million yen. Then, when the showdown comes to decide which gang shall dominate the port, patrol cars rush to restore order led by the gallant Masa who turns out to be a n officer of the maritime defense forces. And peace returns to the port.
