The police have been tracking down a big counterfeit money ring and although they suspect that the scandal surrounding the Japan Development Corporation is closely connected have no proof.
Nikaido Takuya, nicknamed the Human Cyclone, learns from printer Kagawa that Koshimura, director-general of the Corporation, is the ringleader. Takuya loses no time in getting into action and visits Koshimura with the forged notes, the evidence of his crime.
Koshimura's boss, Kurokawa of the New Japan Productivity Promotion Federation, orders Koshimura to eliminate Kagawa who by this time, however, is under the protection of the Produrator's Office.
Takuya arranges for Oharu, a bar waitress to work as a maid in Restaurant Kiraku, the headquarters of Kurokawa and she discovers the secret passage which leads to an underground printing plant.
Killer Tetsu sends in a poisoned lunch to Kagawa and sees him die. However Takuya is disguised as the printer and is only pretending death.
When Koshimura is killed in a quarrel the newspapers play up the story about him and his suspicious background.
Takuya sneaks into Kurokawa's secret plant but is trapped. The Restaurant Kiraku is rocked with a tremendous explosion.
Kurokawa, thinking Takuya is dead gets into his car, but to his surprise the driver turns out to be Takuya who has escaped from the restaurant by using the key given him by Oharu. Kurokawa jumps out of the car with the bag of counterfeit money. Takuya catches up with him but Kurokawa falls from the speedway to his death.
