During a routine raid on a gambling den the police purposely arrest only one man, Kido. Later he learns that the reason he was arrested is that the police have a job for him. Kido used to be a detective but was forced to resign from the force because he had accidentally killed a gang boss. Now the police want him back to crack a tough case. An atomic power research laboratory engineer is missing but the police have found that he is being held prisoner by people of unknown nationality at an embassy guest house. Since the house is legally not Japanese territory, the police can do nothing, and hence need Kido's help. He refuses until he is told that three million yen is waiting for him if he agrees, and a jail sentence if he doesn't. So, he sets to work getting a gang for the job, choosing his men carefully, until a group of seven has been formed. Using various disguises they get into the house and find that the engineer is being held there and that a bidding for the atomic secrets he knows is planned. Though there are various fights and misunderstandings, the gang works well up until the very end when, due to an accident, the three million yen is destroyed and with it the prize they were working for.
