Sabu (Shiro Hara) and Ken (Tadayuki Kitagami) hunt for runaway girls from the countryside in Tokyo's downtown Ueno Park, both aspiring to becoming members of the dominant Owada gang.
Sabu's sister Saeko (Naomi Tani) is a sweetie of Kuroda (Toshihiko Oda), one of the boss' righthand men and Sabu, admires and obeys him unaware of his dark heart.
By his boss' order, Kuroda is to raise money to buy some narcotics. Sabu has to help in getting the dope and deliberately injures himself in a fake "auto accident" and gets admitted to a local hospital, where Satoko (Yuki Takami), a nurse and Kuroda's ex-mistress, is ordered to steal the drugs from the hospital's dispensary. Satoko's engagement to the hospital's deputy director is her weakness which Kuroda capitalizes on.
The director's daughter, Yumi (Mari Tanaka), suspicious of Satoko's moves, catches her stealing and learns everything. But Yumi decides to sacrifice herself for her brother. Meanwhile, Sabu is free to do anything with the girl delivering the stolen dope to him at an appointed riverside boathouse, rapes Yumi who comes in Satoko's place and she falls in love with him.
Kuroda sells the narcotics to a Kobe City gang, telling his boss that they were fake and had to be thrown away. Kuroda even orders Ken to rape Yumi and blackmail her. Sabu rescues Yumi, but is puzzled at her disclosure of Kuroda's treachery. Then Yumi, trying to save him visits the gang headquarters with him and learns the truth.
