This documentary deals with the origin of the rice riots affair which spread all over Japan in 1918. Due to displeasure with the steep rise in the price of rice, the people revolted against the government and finally made the Terauchi Cabinet resigned. Since then, the event has been told and remembered with some violent images. However, in Uozu, Toyama Prefecture, one of the original place of the incident, elder people knowing it's circumstances say that it was not a revolt nor uprising. It was rather an appeal or petition to rice wholesalers by some groups of fishermen's wives, to provide them rice with reasonable price, so that they could hand their husbands enough rice bento boxes when they went out to sea. The movie also introduce It's historical background as well as how it spread all over Japan by press reporting.
