Inspired by the non-fiction book of the same name by Tokyo Newspaper journalist Mochizuki Isoko, this film is an original story depicting how state authority clashes with news media.
Toto Newspaper journalist Yoshioka (Shim Eun-kyung) obtains anonymous information regarding the new construction of a university and begins probing into the truth. Meanwhile, Sugihara (Matsuzaka Tori) feels conflicted about his professional duties to control news unfavorable to the administration. Though he meets his esteemed former superior Kanzaki for the first time in a while, several days later Kanzaki commits suicide.
