Radio personality Abe Hiromi, who worked at Rikuzentakata Saigai FM for three-and-a-half years after the Great East Japan Earthquake, is the focus of this documentary. Director Komori Haruka, who moved to the Tohoku region when she was a volunteer after the earthquake, records the moment by moment changes in the town and the people's endeavors.
Rikuzentakata Saigai FM broadcasts from a prefab studio in an elevated area of the city. Abe speaks over the airwaves while empathizing with the memories and feelings of the region's people. At the same time, a new town is being developed on a raised plateau over the town which has been washed away by the tidal wave.
