The novel by "Mobile Suit Gundam" director Tomino Yoshiyuki is adapted for the big screen by Murase Shuko who is known for Genocidal Organ.
Twelve years after the Second Neo Zeon War (Char's Rebellion) the Earth Federation has decayed and has undertaken an inhumane policy known as Man Hunting. An anti-Federation movement called Mafty commences a fierce resistance by assassinating high officials of the Federal Government. The true identity of the leader directing the resistance is Hathaway (Ono Kensho), the son of Federation Colonel Bright who fought in the One Year War.
