The kidnapping of Korean politician Kim Dae-jung in Tokyo, 1973 came as a shock to all of Japan and endangered the diplomatic relations between Japan and South Korea. Bold conjectures and detailed psychology transform this major historical incident into a suspense film where national conspiracy theories and personal life stories cross. The protagonist is Tomita (Sato Koichi), an official of the Self Defense Force who is involved in the actual Kim Dae-jun kidnapping. The case unfolds as we follow his actions. Meanwhile, the lives and dreams of the people behind the case are also highlighted alongside his story: Lee Jeong-mi (Yang Eung-yong), a North Korean agent who later shares a bond with Tomita; Kim Chang-won (Kim Kab-soo), the First Secretary of the South Korean Embassy who asks Tomita to investigate Kim Dae-jung during his secret trip to Japan; tabloid reporter Kamikawa (Harada Yoshio), who successfully interviews Kim Dae-jung; and Kim Dae-jung's bodyguard Kim Kab-soo (Tsutsui Michitaka), tormented by his love for a Japanese girlfriend. Looming over their individual lives is the government's national prerogative, ever-sensitive to its ties to the U.S.. The case proceeds, heedless of personal speculations and relationships.
