Director Hoshi Mamoru (Tales of the Unusual) adapts the hit play of the same name by Mitani Koki, prolific writer for stage, television and film.
The year is 1940, and Japan is edging toward war. Theater, the popular entertainment of the time, is heavily regulated with screenplays and performances being vetted by government censors. Two men meet for the first time in an interrogation room at police headquarters: Sakisaka (Yakusho Koji), a censor who claims to have never laughed once in his life, and Tsubaki (Inagaki Goro), a playwright for the theater group "University of Laughs". Sakisaka, who fails to see the value of comedy, threatens to shut down Tsubaki's latest play unless he removes all humor from it. Ironically though, this only makes it even funnier than before. Somewhere along the line the censor is seduced by the magic of comedy, and absorbs himself in writing a comedy script with the playwright. However, just as they add the finishing touches to it, Tsubaki receives a draft card from the military. Sakisaka does his best to instill courage into his frontline-bound friend, who will not be able to see his play brought to fruition.
