[ Story ]

A film version of the special effects TV drama series that was much talked about for its unusual story of two people transforming into one superhero. It is an episode set between the 44th and 45th episodes of the TV series, portraying the battle between the superhero and a brutal terrorist group. An incident occurs in which 26 next-generation Gaia Memories are scattered around town turning its users into super humans. One of the terrorists, Katsumi (Matsuoka Mitsuru), gets his hands on one of them and transforms himself into the fearsome Masked Rider Eternal and fights it out with Shotaro (Kiriyama Ren) and Phillip's (Suda Masaki) Kamen Rider W.
