Okinawa Prefecture's Ishigaki Island has one of the world's most splendid coral reefs. A construction project that will trigger environmental destruction unfolds in the midst of mayoral elections, with an intense confrontation between supporters and opponents. Ranger Yajima (Aoyagi), called the "Coral Ranger," brushes aside the concerns harbored by colleague Kishitani (Tanaka Kei) and builds solidarity through his unconventional activities.
