Koreatown in the Ikuno area of Osaka. One bicycle whirls in. The cyclist is mentally disabled 20-year-old, Re Pumyong. He works as a sales person for merchandise made at the welfare office's Chippuri Factory. During his route, Pumyong always stops by several places: a work area with a fork lift, a coffee shop, and an octopus dumpling shop. In the end, he forgets what he has to do. After work, Pumyong always visits a child-care center, the "House for Potatoes and Kids", where both mentally disabled and normal children are taken care of. A staff member who is about the same age as Pumyong communicates with him through great effort yet without prejudice.
This documentary film was shot intermittently throughout one year to straightforwardly depict the relationships among Pumyong, the staff members of the house, the children, and their parents. This film is the realization of director Sugimoto Nobuaki's frequent visits to the facility in Ikuno since 1996.
