Set in the Akahama neighborhood in Iwate Prefecture's Otsuchi-cho, an abundant seaside town nurtured by the mountains, rivers and an underground water vein. The story is about the power of citizens who protested a giant 14.5-meter seawall. The film points the way toward a future based on the wisdom of cooperating with nature.
In March 2011, Otsuchi-cho was hit by the giant tsunami. Some 1,280 people were missing or dead, and 85% of the town was destroyed. The central government and prefecture propose the construction of a giant seawall, but the popular will comes as local residents including Kawaguchi Hiromi from a neighborhood association and fisherman Abe Tsutomu protest, "Nothing can beat nature, and we won't rely on seawalls anymore."
