Feature length animation with original story, direction and script by Takahata Isao. Set in the 1990s in suburban Tokyo, Japanese raccoons launch a unique protest movement using every means imaginable to oppose urban development by humans. First Studio Ghibli production to use computer graphics.
Tama City, Tokyo is being overrun by residential housing development. Japanese raccoons have lost their feeding grounds and try scaring humans with the "shape shifting studies" that have been passed down over the generations, but their plans end in a series of failures. Mobilized by elders called in from the island of Shikoku, they plan to rise up en masse.
