In Kure, a shipbuilding town, facing the Inland Sea of Japan, works a skilled laborer named Shimazaki, whose only trouble is drinking and gambling.
One day his boss offers him free lodgings in the company's dormitory and a raise in pay if he will manage the dormitory and its occupants. Shimazaki takes up the offer, and 18 young hoodlums move into the hut and are placed in his hands.
On a certain holiday, the 18 roughs, together with Shimazaki, break up into different groups and go into town to have some fun. After dark, one who spent the day in town by himself sees Shimazaki's girlfriend Nobu, follows her to the dormitory and rapes her.
Shimazaki is furious when he gets the news. But none of the roughs will confess, and Nobu moves to Hiroshima. Shimazaki goes after her, and blurts out that he loves her and wants to marry her.
One rainy day Shimazaki and Nobu are married, and the 18 roughs, standing in the rain, silently see the couple off. Among them is the one who raped the bride.
