Rokubei Kagiya, a wealthy merchant in Edo, had been executed seven years before through a false accusation brought by Magistrate Doki and the wealthy merchants Echizenya and Ryogokuya.
After obtaining the wealth of Kagiya, they plan to obtain more riches by any means. Hearing that Wakasanosuke, a handsome youth, is in the confidence of the Chief Adviser to the Emperor, they bribe him to appoint Echizenya and Ryogokuya as government-patronized merchants, and corner the rice market.
A few days afterwards, Wakasanosuke gives the license only to Echizenya and tells Ryogokuya that he cannot give it to him after hearing so much about his misdeeds from Echizenya. That night the furious Ryogokuya threatens Echizenya at a restaurant and he is taken out and slain. Someka, a beautiful geisha, watches the scene of this internal discord in secret. But the geisha and Wakasanosuke are really the disguises of Shino, the daughter of Kagiya who is trying to avenge her father's death with the assistance of Sokichi, her father's faithful servant, and his sweetheart, Gin.
Shinpachiro Nasu, a free-lance samurai, is suspicious about the matter of Kagiya's death and sees through Shino's disguises. One night he lies in wait for her at a lonely shrine and advises her not to seek vengeance by unlawful means. But she declares that she cannot trust the law which executed her father.
Sokichi and Gin succeed in obtaining a secret letter from Echizenya addressed to Doki, which proves their guilt.
Doki then murders Echizenya and he discovers Wakasanosuke's and Someka's true identity. He decoys Wakasanosuke to his house in order to unmask him but Shinpachiro, Sokichi and Gin arrive there in time. The Government's eyes are now opened and a warrant of arrest is issued for Doki.
