Zatoichi is pursued by killers whose boss, Sukegoro, he has slain. A gambler named Seiroku fails to kill him, and the blind masseur goes to thank Okuni, the older daughter of the local boss Bunkichi Tsumugi, who rescued him.
Yasu, whose headquarters is at the other side of the river, has always wanted the ferry franchise, is displeased with Tsumugi, because the latter carries passengers at moderate fees. Zatoichi makes a reconnaissance tour across the river, using his profession of masseur as pretext, and at Yasu's headquarters he overhears their schemes. Young Seiroku, who attacked Zatoichi on the road, happens to be the only son of Tsumugi and Yasu takes the young man prisoner. He then sends a messenger to Tsumugi, who still refuses to transfer the franchise. Although Zatoichi knows it was Seiroku who attacked him, he releases the young man.
A killer samurai named Tengen Shibata tells Yasu that the blind masseur is the notorious Zatoichi. Tsumugi orders Zatoichi to leave the town. Drunk with victory, Yasu and his killers are celebrating when Zatoichi returns and all meet their fate under his flashing sword.
