Whistler Sabu appears suddenly in a harbor town in search of his father's killer.
At the Joker night club, he helps a boy who is being bullied by two men and, hearing that his sister has disappeared, promises he will find her for him.
While at a firing range, Whistler Sabu saves Sakiko Kakizaki, only daughter of the owner of the Joker, from some hoodlums.
It transpires that Kakizaki had ordered Amano to kill Whistler Sabu's father, a ship's captain, in some trouble over narcotics.
One day, Amano is terror stricken to hear someone whistling Captain Yokomizo's favorite tune. He hurries to Kakizaki, but for his pains is killed with Yumi, a girl who has learned of the murder of the Captain, and the cunning Kakizaki makes it look like a double suicide.
Whistler Sabu is hired by Kakizaki for saving his daughter but Kakizaki's right hand man, Ban, becomes jealous and tries to bare Sabu's past. Instead, Sabu makes him confess that Kakizaki was behind his father's murder.
Kakizaki orders Ban to kill Sabu and at the same time, tells Onuma, a gunman, to kill Ban.
Sabu and Ban decide to settle things in the shadows of the warehouses lining the harbor, but Onuma's gun barks and both men seem to have been swallowed by the sea.
Kakizaki, believing they are dead, begins his dope racket again on a big scale.
The Captain's favorite tune is heard, followed by Sabu, and after a furious gun battle, Sabu turns over all the members of the dope ring to the police.
